# 데이터 주권(Data Sovereignty) 문제

스마트 디바이스가 점차 지능화되고 우리 생활 깊은 곳에 자리 잡게 되면서 우리는 우리도 모르는 사이에 우리가 개인 데이터를 끊임없이 기업 또는 기관에 제공하고 그 대가로 여러 가지 서비스를 제공받는다. 물론 대부분의 서비스는 사전에 ‘개인정보 활용 동의’를 통해 기업에 제공되지만, 개인의 데이터를 기업에 제공함으로써 자기 행동이 감시되거나, 정보 유출로 프라이버시가 침해되지 않을까 하는 불안감을 느끼게 한다.

 

또한, 제3자 제공과 같은 조항으로 개인 데이터가 사용자의 의지와 상관없는 곳에 제공되거나 활용 등에 대한 문제 역시 점차 심각해지고 있다. 물론 개인정보 보호법과 같은 법적 규제로 개인의 데이터를 취급하는 기업 또는 기관에 대한 개인정보보호를 요구할 순 있지만, 데이터 자체를 데이터를 생산한 개인이 직접 관리하고 제공하는 시스템이 구축된다면 기존의 시스템이 제공하지 못했던 더욱 공정하고 효율적인 데이터 관리·교환이 가능해질 수 있다.

 

이러한 데이터 주권(Data Sovereignty)의 보호는 Web 3.0의 핵심 키워드이며, Web 3.0의 성공은 데이터 주권을 얼마나 효율적으로 보호하는지에 달려 있다.
